为了把园区建成中国北方皮革之都，全国重点皮革发展基地，根据国家产业政策和省级中小企业工业园区以及肇源县“四区一园”建设的发展战略规划，特制定本产业政策导向：

一、 制定产业政策原则

1、以市场需求和国家政策为导向。

2、有利于引进国内外资金、先进技术和管理经验。

3、有利于壮大支柱产业，延伸产业链条，形成产业集群。

4、有利于发展皮革工业，增加出口创汇。

5、有利于发展区域经济，建设现代化皮革园区。

（一） 加工业

1、原皮加工行业。

2、皮革制品精深加工行业。

3、皮革副产品加工行业。

4、皮革化工原料加工行业。

5、包装物料加工行业。

（二） 商贸物流业

为皮革工业配套的商贸、仓储、运输、市场等物流业。

三、配套设施

园区道路、通讯、供电、供气、给水、排水、污水排放、企业公寓等。
